What does each new enrollee fill out in your school and what is the purpose of them doing so?
Initially, from the moment an ELL student enrolls in a NC school, he or she must complete a Home Language Survey (HLS). The survey will vary from district to district even from school to school. The law requires that each school must have ELL students, who are new to the school, complete an HLS where the questions are generally the same.
After the ELL students have completed the HLS, the school officials must determine if another language is spoken at home. If this is the case, the student must be tested for English proficiency. A trained counselor or administrator will administer the W-APT test to the student. This test, the W-APT, is the English Proficiency test that is given to all eligible students in NC. The W-APT is divided into four domains: listening, speaking, reading, and writing. A determined student must be tested within the first 30 days of enrollment. After the HLS determines that another language is spoken at home, and the child has taken the W-APT, the W-APT scores alone will be what deems the child to be LEP, Limited English Proficient or not.
